Hydraulic engineer. Graduated from the Georgian Polytechnic Institute, majoring in the construction of hydropower plants and hydraulic structures, and completed postgraduate studies at the Moscow Institute of Engineering and Construction. Is an Academic Doctor of Technical Sciences. Full member of the Georgian Academy of Engineering and Energy. Professor at Georgian Technical University.

Has 40+ years of experience working in the energy sector. Worked on Enguri HPP and the Khudon HPP arch dam’s experimental studies. Was the Deputy Chief State Coordinator of the Georgian Fuel and Energy Complex, a member of the Georgian National Energy Regulatory Commission. Managed the construction of Khobi HPP 1-2, Dizi and Kvanchianari HPP construction project. Participated in the reforming of the energy sector and transforming it to the best Western principles, privatization of JSC Telasi and United Distribution Company, establishment of the wholesale electricity market in Georgia. At various times was senior consultant for WB, EBRD, UNDP, KFW funded projects.

Has in-depth knowledge of the technical and economic aspects, legal framework and institutional arrangement of the Georgian energy sector, established wide networks and  business relations with the current leadership of the field and well-known specialists, possesses  international energy project management experience.
